Who we are

Devon and Cornwall Community Scrutiny Panel exists to build trust and confidence between the police and the community they serve through accountability, transparency and training.

On Tuesday 23rd June 2026 at South Devon College we will be brought together again for a day of discussion, insight, and shared learning.

This event is open to all current Panel members, and we’d love for you to attend.

The conference

Join us for focused day of reflection and shared learning, bringing together panel members, police officers and community representatives to explore how lived experience informs effective scrutiny.

Through the review of real scenarios, structured discussion and collective insight, we will consider progress to date and identify how scrutiny can continue to evolve with transparency, accountability and trust at its core.

Getting here

The best way to get from Paignton Train Station to South Devon College is by taking the Stagecoach Line 22 or 23 bus from the adjacent Paignton Bus Station, which takes approximately 20–30 minutes and costs £2–£3. Taxis are faster (approx. 8 mins, cost varies), and it is a roughly 3-mile walk.

Bus: Take the Line 22 or 23 from Paignton Bus Station towards South Devon College.

  • Duration: ~25 minutes by bus.

  • Cost: ~£2–£3 per single ticket.

  • Alternative: Taxi (approx. 7-8 minutes).

Parking at South Devon College’s Vantage Point campus in Paignton requires a permit for students, while visitors must book in advance or use pay-to-exit rear car parks. Spaces are not guaranteed, with options including white-lined bays and designated areas, with no overnight parking permitted without consent.

  • Student Parking

  • Students must apply for parking permits online or at the Essentials Shop. A pay-to-exit system or prepaid tokens are used for the main campus.

  • Visitors parking

    If you are a visitor to the College, limited parking is available at the front of the Main Building. This needs to be booked in advance via your College host. Please only park in bay allocated to you.

    Alternatively there is ample parking in the rear car parks which are ‘Pay to Exit’. The current charge is a flat rate of £1, payable upon exit.

    You may park in a marked bay for as long as you require that day. You do not need to buy a ticket or pay when you arrive.

  • Barrier entry at Vantage Point

    The barriers are controlled between 10am and 9pm throughout the year

    • Entry will always be possible

    • Exiting will be unhindered between 6am – 10am Monday to Saturday

    • To exit the car parks after 10am all users will be required to pay £1

    • For special events and Open Evenings free exit will be provided

    To enter, please approach the ‘in’ barrier which will rise.

  • One day / short courses

  • Please pay £1 to exit at the barrier

  • Alternative Options: Nearby parking options, such as Devonshire Retail Park, are available, though they are not directly affiliated with the college.

  • Special Locations: The Centre for Health and Care Professions has no onsite parking.

  • Regulations: 5 mph speed limit applies, and vehicles are parked at the owner's risk.
